PMS demanded officers on deputation back to Parent depts

The Provincial Management Service (PMS) Officers Association has demanded the immediate repatriation of officers on deputation to their parent departments.

The association expressed its deep concern over the increasing number of deputationists occupying PMS posts in the Civil Secretariat and other attached formations. Currently, 32 officers from various departments are serving on deputation in these positions, while qualified PMS officers are sidelined as OSDs.

Despite repeated representations highlighting the legal and moral implications of this practice, the government has failed to address the issue, the association alleged. It emphasized that deputationists often prioritize the interests of their parent departments over the public interest.

The association also criticized the misuse of the deputation system to favour certain individuals, asserting that it violates the established rules and regulations. It called upon the government to adhere to the Peshawar High Court’s judgment in WP No. 1384-A, which mandates the establishment of exigency and matching qualifications for deputation assignments.
