NADRA implements important amendments to the Identity Card Rules 2002

Biometrics exempt for under-3 kids, multi-marriage families fully documented; FRCs now legal documents to curb fraud

NADRA has implemented important amendments to the National Identity Card Rules 2002, under which registration of birth in the Union Council will be mandatory for obtaining Form B.

The chipless card will contain both Urdu and English data, will include a QR code, and will not charge any additional fees.

According to the announcement, biometrics and a photograph will not be required for children up to 3 years of age. A photograph will be mandatory for children aged 3 to 10 years, and an iris scan will also be taken. A photograph, biometrics and an iris scan will be mandatory for children aged 10 to 18 years.

Each child will be issued a separate B form, which will also include the expiration date. Previously issued B forms have not been canceled. A new B form will be required to obtain a passport. This will help prevent fake registration and effectively eliminate child trafficking.

The announcement states that the Family Registration Certificate has been given the status of a legal document, the applicant will have to provide a declaration of the accuracy of the information contained in it, and citizens will now be able to obtain an FRC only on the basis of NADRA records.

Family members whose details have not yet been submitted will also have to be registered. Citizens will be able to correct their family details through the mobile app or the NADRA office.

The complete family details of men who have multiple marriages will be recorded in the FRC, women can choose to have their father’s or husband’s name recorded on their identity cards, and cases of confiscation, cancellation, and restoration of identity cards will be decided within 30 days.

NADRA has added most of the features of a smart card to a chipless card. These cards will be issued at a lower fee and in a shorter time than smart cards.

The chipless card will have English data along with Urdu, a QR code will be included and no additional fee will be charged for it. People who have obtained the card with incorrect information can voluntarily report it to NADRA.
