Market sees 25% decline in Solar Panel rates as industry faces uncertainty over policy shift

Solar panel prices in Pakistan have dropped significantly following the government’s decision to slash net metering buyback rates, causing uncertainty in the renewable energy sector. In Hyderabad and other parts of Sindh, solar panel rates have fallen by 25%, with top-tier 585-watt panels now priced at around Rs. 16,500—down from Rs. 22,000. The move, intended to promote renewable energy adoption, has instead triggered concerns among industry stakeholders, who fear it will discourage future solar investments.

The Solar Association of Pakistan has strongly opposed the government’s decision, arguing that it undermines years of progress in solar energy adoption. Chairman Adil Mahmood criticized the policy reversal during a press conference, stating that it contradicts earlier government assurances promoting solar power. Despite the backlash, the new rates have led to a temporary dip in solar system costs, making it an opportune time for small-to-medium-scale buyers. Entry-level solar systems now start at Rs. 150,000, while a 1KW system costs between Rs. 175,000 and Rs. 180,000.

Despite the policy shift, Pakistan’s solar capacity has grown exponentially—from 321 MW in 2021 to 4,124 MW by December 2024. While the new net metering rate (Rs. 10 per unit) has slowed market momentum, experts believe declining solar costs and rising energy awareness will sustain long-term growth. Existing net metering users remain unaffected until their contracts expire, offering temporary relief to early adopters. The government maintains its commitment to sourcing 30% of Pakistan’s energy from renewables, but the industry awaits clarity on future incentives.
