Hybrid Security Model, Ramadan Dastarkhwan, and Medical Transplantation Authority Reforms Among Key Decisions; $30 Million Saudi Fund Approved

The 28th meeting of the Khyber Pakhtunkhwa (KP) Cabinet was held on Tuesday night in Peshawar, chaired by Chief Minister Ali Amin Khan Gandapur. The meeting was attended by cabinet members, the Chief Secretary, Additional Chief Secretary Home, Senior Member Board of Revenue, secretaries of relevant departments, and the Advocate General of Khyber Pakhtunkhwa.

The cabinet approved the draft of the “Khyber Pakhtunkhwa Sentencing (Amendment) Act 2025”, aimed at ensuring uniformity and effective implementation of sentencing decisions. The amendments specifically address Sections 17, 18, and 20 to eliminate discrepancies in sentencing for certain crimes.

In a significant move, the cabinet approved Rs. 567.70 million for the procurement of modern equipment for the police under the “Hybrid Security Model”. This initiative aims to transfer complete security responsibilities to the police in Bannu and Upper Chitral within 15 days. The model will also be implemented in Buner, Swat, Upper Chitral, Mohmand, Khyber, and Lakki Marwat.

The cabinet also directed the holding of open courts to gather public opinion on the proposal to merge two villages, Darshi and Matho Khel, from Tehsil Banda Daud Shah (Karak District) into Tehsil Tall (Hangu District).

Additionally, the cabinet approved funds for clearing pending dues of outsourced hospitals in various districts, including Daggar, Galjo, Mamad Gat, Mola Khan Sarai, Toi Khula, and Darazinda, as well as RHC Garam Chashma and RHC Mastuj. The establishment of a Youth Center in Karak District was also approved.

The cabinet greenlit the appointment of non-official members to the Khyber Pakhtunkhwa Medical Transplantation Regulatory Authority, whose three-year term had expired. The authority monitors and regulates human organ transplantation processes.

Furthermore, the cabinet approved Rs. 56.028 million for the Ramadan Dastarkhwan initiative, exempting it from the tendering process to provide free Sehri and Iftar meals to attendants of patients in hospitals.

Amendments to the Khyber Pakhtunkhwa Commission on the Status of Women Act 2016 were also approved to enhance the commission’s performance and ensure effective implementation of laws and policies related to women.

The cabinet conditionally approved $30 million in funding from the Saudi Fund for Development (SFD), requesting the federal government to provide it as a grant rather than a loan.

The construction of an RCC Bridge linking Junex Bari Kot to the Main Kamrat Road in Upper Dir was also included in the Annual Development Program.

Lastly, the cabinet approved the transfer of Rs. 7 million allocated for the treatment of Hassanin to his mother’s account. The funds will be used for his lung treatment abroad.
